On November 28, 2024, the State Administration for Market Regulation and the Standardization Administration of China jointly issued the national standard GB 45067-2024 Criteria for Determining Major Potential Accidents of Special Equipment. This standard is a mandatory national standard applicable to the determination of major potential accidents of various special equipment including elevators, and was officially implemented on December 1, 2024. The standard clarifies 12 major potential accident situations in the elevator field, the core includes: First, the main stressed structural parts of the elevator (such as car, counterweight, guide rail, traction machine frame) have cracks, serious corrosion, deformation, which may lead to structural failure; Second, the elevator safety protection devices (safety gear, speed governor, buffer, door lock interlock) are missing, invalid, damaged, and cannot normally play a safety protection role; Third, the elevator traction system and braking system have serious failures, which may lead to car falling, sliding, topping, and bottoming; Fourth, the elevator electrical system has short circuit, electric leakage, grounding failure, which may cause electric shock and fire accidents; Fifth, the elevator user unit fails to equip safety management personnel as required, fails to establish a safety management system, and fails to carry out daily inspections; Sixth, the elevator maintenance unit fails to maintain in accordance with the specifications, issues false maintenance records, and uses unqualified accessories; Seventh, the elevator fails to undergo regular inspection as required, and continues to be used after failing the inspection; Eighth, old elevators fail to carry out safety assessment as required, and continue to operate with defects after failing the assessment; Ninth, the elevator emergency rescue device is invalid, the emergency communication is interrupted, and rescue cannot be carried out in time after being trapped; Tenth, the steps and pedals of escalators/moving walks are missing, loose, and the protection devices are invalid, which may lead to personnel shearing and falling; Eleventh, there is serious water accumulation and fire hazards in the elevator machine room, shaft, and pit; Twelfth, the elevator has other serious hidden dangers that may cause major personal casualties or major property losses. After the implementation of this standard, the market supervision department will carry out elevator hidden danger investigation in accordance with this standard, and order elevators with major hidden dangers to stop using and rectify within a time limit in accordance with the law, effectively preventing the occurrence of major elevator accidents.
