Denmark Issued Mandatory New Regulations on Qualification and Professional Competence of Elevator Maintenance Personnel
On November 22, 2024, the Ministry of Transport, Building and Housing of Denmark, together with the Danish Standards Association, officially issued the Mandatory Specification for Qualification and Safety Management of Elevator Maintenance Personnel, which comprehensively upgraded the personnel management, ability assessment, and employment supervision of the elevator maintenance industry in Denmark. The core contents include: First, establish a mandatory qualification access system. From May 1, 2025, all personnel engaged in elevator maintenance, installation, transformation and inspection in Denmark must obtain the elevator professional employment qualification certificate issued by the Danish official, and personnel without qualification are not allowed to engage in relevant work. Second, clarify the qualification classification system, dividing the elevator employment qualification into four grades: primary maintenance, advanced maintenance, installation and transformation, and inspection and testing. Differentiated requirements for education, work experience and professional ability are formulated for different grades. Third, standardize the training and assessment system, clarifying that all employment qualifications must pass the professional training and unified assessment recognized by the Danish official. The training content must cover core modules such as elevator safety standards, mechanical structure, electrical system, emergency rescue, and network security. The assessment is divided into theoretical examination and practical operation assessment, and only those who pass both can obtain the qualification. Fourth, establish a qualification annual review and continuing education system, clarifying that the validity period of the employment qualification is 3 years. During the validity period, no less than 40 class hours of continuing education must be completed every year to update the relevant knowledge of new elevator technologies, new standards and new specifications in a timely manner. Those who fail to complete continuing education or fail the annual review will have their employment qualification cancelled. Fifth, strengthen the main responsibility of the employer, clarifying that the elevator maintenance unit must hire personnel with corresponding qualifications to carry out relevant work, and is fully responsible for the daily management, training assessment and operation specifications of the employees. It is strictly prohibited to hire unqualified personnel to carry out elevator related operations. Sixth, formulate violation punishment measures. For units and individuals who practice without qualification, hire unqualified personnel, conduct false training and assessment, and operate in violation of regulations, they will face an administrative fine of up to 28,000 euros. If the circumstances are serious, their employment qualification and unit business license will be revoked, and they shall not reapply within 5 years. The new regulation has a 6-month transition period and was officially implemented on May 22, 2025.
