On December 3, 2024, the Ministry of Climate and Environment of Norway, together with the Norwegian Standards Institute, officially issued the Mandatory Specification for Qualification and Practice Management of Elevator Maintenance Personnel, which comprehensively upgraded the qualification assessment, practice management and skill training of elevator maintenance practitioners in Norway. The core contents include: First, establish a mandatory practice license system. From June 1, 2025, all personnel engaged in elevator maintenance, installation, transformation and emergency rescue operations in Norway must obtain an elevator practice license officially issued by Norway. Unlicensed personnel are strictly prohibited from engaging in relevant operations, and units that hire illegally will face an administrative fine of up to 40,000 euros. Second, establish a hierarchical qualification system, dividing the qualification of elevator maintenance personnel into four grades: primary, intermediate, advanced and expert level, clarifying the scope of practice, assessment standards and working years requirements of different grades. Only personnel with advanced and above qualifications can engage in the maintenance of high-speed elevators, explosion-proof elevators and medical elevators. Third, standardize the qualification assessment process, clarifying that the qualification assessment must include four modules: theoretical knowledge, practical skills, safety specifications, and emergency disposal. The assessment is organized and implemented by the official designated institution in Norway, and the practice license can be issued only after passing the assessment. Fourth, establish a continuing education system, clarifying that certified personnel must complete no less than 40 hours of continuing education and skill update training every 2 years, and those who fail to complete the training will have their practice licenses revoked. Fifth, strengthen the main responsibility of maintenance units, clarifying that maintenance units must establish qualification files of practitioners, ensure that all operators work with certificates, and are fully responsible for the operation behavior and safety responsibility of operators. Sixth, formulate violation punishment measures. For personnel who work without a license, falsify qualifications, or operate illegally, they will face a fine of up to 10,000 euros and industry entry ban, and be held legally responsible if the circumstances are serious. The new regulation has a 6-month transition period and was officially implemented on June 1, 2025.
