On November 22, 2024, the Federal Public Service of Belgium, together with the Belgian Institute for Standardization, officially issued the Mandatory Specification for Safety Management of Elevators and Escalators, which comprehensively upgraded the whole life cycle management, maintenance control, market access and emergency rescue of elevators in Belgium. The core contents include: First, establish a unique identification code management system for the whole life cycle of elevators. All elevators in Belgium must be assigned a unique identification code, which completely records the whole process information of elevator design, manufacture, installation, maintenance, inspection, transformation and scrapping, to realize traceable management of the whole life cycle. Second, clarify the qualification threshold for maintenance units. All units carrying out elevator maintenance business in Belgium must obtain a special qualification license issued by the Belgian official, establish a complete quality management system, and accept official qualification review every year. Units without qualification are prohibited from carrying out relevant business. Third, strengthen the certificate-based employment system for maintenance personnel. All elevator maintenance personnel must pass the dual theoretical and practical assessments of the Belgian official, obtain a national maintenance qualification certificate, and complete no less than 35 hours of continuing education and training every year. Unlicensed personnel are not allowed to carry out elevator maintenance operations independently. Fourth, refine the maintenance frequency and project standards, clarifying that passenger elevators carry out routine maintenance once every 14 days, freight elevators carry out routine maintenance once a month, and escalators carry out routine maintenance once every 10 days, and formulated 128 standardized maintenance items and acceptance criteria. Fifth, upgrade the emergency rescue requirements, clarifying that the elevator entrapment alarm must be responded within 5 minutes and handled on site within 30 minutes. The maintenance unit must establish a 24-hour emergency rescue duty system and carry out at least 2 emergency rescue drills every year. Sixth, formulate violation punishment measures. For units that fail to carry out maintenance in accordance with the specifications, fail to complete the registration of traceable information, or fail to handle emergencies effectively, they will face an administrative fine of up to 50,000 euros, and the qualification license will be revoked if the circumstances are serious. The new regulation has a 6-month transition period and was officially implemented on May 22, 2025.
