On November 25, 2024, the Ministry of Economic Affairs and Employment of Finland, together with the Finnish Standards Association, officially issued the Mandatory Management Specification for Elevator Carbon Neutrality and Energy Efficiency, which comprehensively upgraded the carbon footprint control, energy-saving transformation and green certification of elevators in Finland. The core contents include: First, formulate the overall goal of national elevator carbon neutrality, clarifying that the whole life cycle carbon neutrality of all in-use elevators in Finland will be achieved by 2035, and zero-carbon emission manufacturing of all newly installed elevators will be achieved by 2028. Second, formulate mandatory energy efficiency and low-carbon requirements for newly installed elevators. From May 1, 2025, all newly installed elevators in Finland must reach the highest EU energy efficiency grade of A+++, and complete the whole life cycle carbon footprint accounting, giving priority to low-carbon recyclable materials, renewable energy power supply adaptation technology and energy feedback devices. Elevators that do not meet the standards are prohibited from being installed, sold and used. Third, clarify the energy-saving transformation requirements for existing elevators, requiring that in-use elevators with a service life of more than 10 years must complete energy-saving transformation before 2030, with the energy efficiency grade reaching A+ and above, and the carbon emission intensity reduced by more than 40%. Elevators that do not meet the standards are not allowed to continue operation. Fourth, supporting incentive policies, giving a maximum financial subsidy of 45% and tax relief to elevator user units that complete energy-saving transformation in advance and obtain carbon neutrality certification. Fifth, strengthen supervision and punishment measures. For elevators that do not meet the carbon footprint and energy efficiency requirements, they will face an administrative fine of up to 35,000 euros, and continuous violations will be subject to superimposed penalties. Sixth, standardize the management of elevator green labels, requiring all elevators to publicize the energy efficiency grade, carbon footprint information and carbon neutrality certification status in a prominent position in the car, and accept public supervision. The new regulation has a 6-month transition period and was officially implemented on May 25, 2025.
