The core contents of the notice include: first, clarifying the scope of fund support, giving priority to residential elevators that have been in use for more than 15 years, have potential safety hazards, do not meet energy conservation and environmental protection standards, and have a high failure rate. For projects included in the national debt fund support, a single elevator renewal can get a maximum subsidy of 150,000 yuan, and a transformation project can get a maximum subsidy of 50,000 yuan; second, standardizing the technical requirements for renewal and transformation, clarifying that the safety performance of core components such as the drive main engine, control system, door system and suspension device of the renewed elevator shall not be lower than the original equipment standard. The warranty period of elevator steel wire ropes included in the national debt support shall not be less than 8 years, and manufacturers are encouraged to provide a complete machine warranty and full package maintenance service of no less than 5 years; third, putting forward the requirements of green saving and component reuse, clarifying that the original elevator guide rails, cast iron counterweight blocks, car frames, landing doors and other components that meet the safety performance standards and have reuse value shall be retained and used as much as possible to reduce the transformation cost and resource consumption, and also clarifying the safety assessment and inspection standards for the reuse of old components; fourth, strengthening quality inspection and control, requiring special equipment inspection institutions to strictly implement the supervision and inspection specifications for the renewed and transformed elevators. The core load tests such as speed limiter-safety gear linkage test, traction capacity test and braking performance test must be supervised on site throughout the whole process with audio and video records, and unqualified items are strictly prohibited from passing the acceptance; fifth, simplifying the approval and implementation process, allowing the application for renewal and transformation projects in residential units, encouraging the adoption of government + social capital cooperation mode, and shortening the project implementation cycle. The notice clarifies that by the end of 2027, the old residential elevators with prominent safety hazards and substandard energy conservation and environmental protection nationwide will be basically updated and transformed, which is expected to release a market space of more than 2 million units for elevator renewal and transformation, and will also drive the export growth of China's elevator transformation technology and core component products, adapting to the market demand of global old building elevator renewal.
