On September 3, 2025, the Building and Construction Authority (BCA) of Singapore officially issued the Code of Practice for Elevator and Escalator System Certification License Management, which comprehensively upgraded the certification services, quality control and safety supervision of elevators and escalators in Singapore. The core contents include: First, establish a mandatory licensing system for elevator certification services. From January 1, 2027, all companies providing inspection and certification services for the design, installation and transformation of elevator and escalator systems in Singapore must obtain a special business license issued by the Building and Construction Authority of Singapore. Companies without a license are not allowed to carry out relevant certification services. Second, clarify the qualification requirements for license application. Companies applying for certification license must have a complete quality management system, a professional technical team, and complete inspection and testing equipment. Technical personnel must pass the special assessment of the Building and Construction Authority of Singapore and work with certificates, and have at least 5 years of experience in elevator industry certification services. Third, standardize the scope and requirements of certification services, clarifying that certification services must cover the whole process of elevator design review, manufacturing supervision, installation process supervision, completion inspection, and safety performance assessment. The certification institution must bear full legal responsibility for the authenticity, accuracy and compliance of the certification results. Fourth, strengthen the supervision requirements for certification services. The Building and Construction Authority of Singapore implements annual audit and dynamic supervision on certification institutions, conducts a comprehensive verification of the certification process, inspection records and report quality. For institutions that illegally issue false certification reports, their business licenses will be revoked and they will be imposed an administrative fine of up to 100,000 Singapore dollars. Fifth, clarify the responsibilities of elevator user units, requiring that the design, installation and transformation of all elevators and escalators must entrust a licensed certification institution to carry out compliance certification. Elevators without certification reports are not allowed to be put into use. Sixth, refine the regular inspection requirements for in-use elevators. All in-use elevators must carry out a comprehensive safety inspection implemented by a licensed certification institution once a year, and elevators with a service life of more than 15 years must carry out a special inspection every six months. Elevators that fail to meet the standards must be shut down for rectification immediately. The new regulation has a 16-month transition period and was officially implemented on January 1, 2027.
