This policy targets existing elevators installed in Japan before 1995. The core requirements include: mandating that all target elevators must meet the seismic standards of the 2024 edition of the Japanese Building Standard Law, adding seismic performance requirements for elevator guide rails, car fixation, and emergency stop devices; clarifying the supervision responsibility of local governments, and implementing stepped fines for building property owners who fail to complete the renovation on schedule; setting up a special subsidy fund, providing a maximum of 50% cost subsidy for seismic retrofit projects that meet the requirements. The policy will be officially implemented on October 1, 2024, and the seismic retrofit of about 280,000 old elevators nationwide will be completed in three stages.
