On April 2, 2024, the Official State Gazette of Spain officially issued Royal Decree 355/2024, approving the new version of Technical Complementary Specification for Elevators ITC AEM 1, replacing the old 1997 version, which was officially implemented throughout Spain on October 2, 2024. The core contents of the new regulation include: First, clarify the mandatory compliance requirements for elevator commissioning. All newly installed elevators must comply with the EU EN 81 series standards and Spanish local technical specifications, and can only be put into use after obtaining official conformity certification. Second, refine the requirements for the transformation of old elevators, clarifying that in-use elevators with a service life of more than 20 years must carry out safety performance assessment, formulate a transformation plan according to the assessment results, focus on upgrading the door system, braking system, safety protection device, and emergency rescue system, and must pass the official inspection after the transformation. Third, strengthen the elevator maintenance management requirements, clarifying that passenger elevators carry out routine maintenance once every 14 days, and escalators carry out routine maintenance once every 10 days. The maintenance unit must obtain the official qualification license of Spain, maintenance personnel must work with certificates, and all maintenance records must be completely archived with a retention period of no less than 10 years. Fourth, upgrade the elevator inspection requirements, clarifying that in-use elevators must carry out a regular inspection once a year, and a comprehensive technical inspection every 5 years. Elevators that fail the inspection must be shut down for rectification immediately. Fifth, standardize the elevator emergency rescue requirements, clarifying that the elevator entrapment rescue must be handled on site within 30 minutes. The maintenance unit must establish a 24-hour emergency rescue duty system and carry out at least 2 emergency rescue drills every year. Sixth, formulate violation punishment measures. For the responsible subjects who fail to carry out maintenance, inspection and transformation in accordance with the specifications, they will face an administrative fine of up to 60,000 euros, and the relevant qualifications will be revoked if the circumstances are serious.
