On March 12, 2024, the Ministry of Land, Infrastructure and Transport of South Korea officially issued the Revised Enforcement Decree of the Elevator Safety Management Act, completing the core revision of the 2020 version of the Elevator Safety Management Act. The new regulation officially entered into force across South Korea on July 1, 2024, covering all passenger elevators, escalators and moving walks in use in South Korea. The core contents of this revision include: First, strengthen the qualification management of maintenance units and personnel, add an annual qualification review system for elevator maintenance personnel, require maintenance personnel to complete no less than 40 hours of professional skills and safety training every year, and can only continue to work after passing the assessment. Unlicensed personnel are strictly prohibited from participating in elevator maintenance operations; Second, improve the management and control system of old elevators, clarify that elevators with a service life of more than 15 years must carry out a comprehensive safety performance assessment every year, and the Korea Elevator Safety Corporation will issue an assessment report. Elevators that fail the assessment must be renovated or replaced within a time limit, and operation with defects is strictly prohibited; Third, strengthen the rigid requirements for emergency rescue, clarify that elevator maintenance units must establish a 24-hour emergency duty system. After receiving an elevator trapped alarm, the rescue must arrive at the scene within 20 minutes in the core urban area, and no more than 40 minutes in remote areas. Failure to arrive on time will face high administrative penalties; Fourth, add elevator IoT supervision requirements. From January 1, 2025, all new elevators in South Korea must be installed with an intelligent remote monitoring system, which uploads elevator operation status, fault information and maintenance records to the supervision platform of the Korea Elevator Safety Corporation in real time, realizing digital supervision of the whole life cycle; Fifth, improve the public supervision mechanism, establish an elevator safety information disclosure platform, where the public can query the maintenance records, inspection reports and fault history of elevators at any time, and directly report illegal acts, with cash rewards for verified reports. The implementation of this amendment has further improved the elevator safety supervision system in South Korea and greatly enhanced the compliance and safety of elevator operation.
