Russia Issued New Regulations on Elevator Safety and Certification
On April 15, 2024, the Federal Agency for Technical Regulation and Metrology of Russia (Rosstandart) officially issued the Amendment to the Technical Specifications for the Safety of Elevators and Escalators, which comprehensively upgraded the certification, safety control and operation management of elevator products in the Russian market. The core contents include: First, upgrade the mandatory GOST certification requirements, clarifying that all complete elevator machines and core safety components entering the Russian market must comply with the latest GOST standards and obtain a mandatory certification certificate, and uncertified products are prohibited from being imported and sold. Second, strengthen the full life cycle safety control of elevators, and clarify the full chain safety responsibilities of elevator manufacturers, installation units, maintenance units and user units. Third, mandatorily promote the elevator digital traceability system, and all newly installed elevators must be connected to the national elevator safety supervision platform of Russia. Fourth, upgrade the maintenance management requirements, clarifying that elevator maintenance units must obtain the official qualification license of Russia, and carry out at least one routine maintenance every month. Fifth, strengthen the emergency rescue requirements, clarifying that the elevator entrapment rescue must be handled on site within 30 minutes. The amendment has a 6-month transition period and was officially implemented on October 15, 2024.
