On December 5, 2024, the Ministry of Climate and Environment of Norway, together with the Norwegian Standards Institute, officially issued the Mandatory Specification for Elevator Safety Management in Polar and Alpine Regions, which comprehensively upgraded the safety control of elevators in the polar region north of 66 degrees north latitude and alpine mountainous areas above 1000 meters above sea level in Norway. The core contents include: First, clarify the scope of application, covering all newly installed and in-use elevators in polar and alpine regions, including elevators in all scenarios such as residences, scenic spots, transportation hubs, and industrial facilities, and formulate special technical requirements for the extreme low temperature environment of -40℃ to -10℃. Second, formulate mandatory low-temperature adaptation standards for newly installed elevators. From June 1, 2025, newly installed elevators in alpine and polar regions must be equipped with special drive systems, lubrication systems, emergency power supplies and thermal insulation systems for low-temperature environments, to ensure normal startup and safe operation at the extreme low temperature of -40℃. Elevators that do not meet the standards are prohibited from being installed and used. Third, clarify the time limit for the upgrading and transformation of in-use elevators. In-use elevators in alpine and polar regions must complete the low-temperature environment adaptation upgrading and transformation before 2028. After the transformation, they must pass the official special inspection of low-temperature performance. Elevators that do not meet the standards are prohibited from continuing to operate. Fourth, strengthen maintenance management requirements, clarifying that elevators in alpine and polar regions carry out routine maintenance once every 10 days, and a special inspection of low-temperature environment once a month. Maintenance personnel must receive special training on elevators in alpine environments and work with certificates, and maintenance operations must comply with the safety operation specifications for polar low-temperature environments. Fifth, upgrade the emergency rescue requirements, clarifying that the elevator entrapment rescue in alpine and polar regions must be handled on site within 25 minutes. The maintenance unit must establish a 24-hour emergency rescue duty system, be equipped with polar special rescue equipment and cold protection materials, and carry out at least 4 emergency rescue drills in extreme low temperature scenarios every year. Sixth, formulate violation punishment measures. For the responsible subjects who fail to complete low-temperature adaptation, transformation, maintenance and rescue in accordance with the specifications, they will face an administrative fine of up to 38,000 euros, and the relevant qualifications will be revoked if the circumstances are serious. The new regulation has a 6-month transition period and was officially implemented on June 5, 2025.
