China's SAMR Releases New Regulations on the Main Responsibility for Elevator Safety, Implemented in 2024
The State Administration for Market Regulation (SAMR) of China issued the Regulations on the Supervision and Administration of the Main Responsibility of Quality and Safety of Elevator User Units on April 23, 2024, which further clarifies the division of safety responsibilities for the entire life cycle of elevators. The new regulation clarifies that the elevator user unit is the first responsible subject for elevator safety, and needs to be equipped with full-time safety management personnel, and establish a daily safety inspection and hidden danger investigation and management system; at the same time, it makes mandatory requirements on the maintenance quality and emergency response time limit of the maintenance unit, stipulating that after the maintenance unit receives the trapped fault alarm, it must arrive at the scene within 30 minutes in the urban area and within 1 hour in the suburban area. The new regulation also clarifies the elevator safety responsibility traceability mechanism, and implements credit punishment and administrative penalties for units that fail to implement their responsibilities. The regulation was officially implemented nationwide on September 1, 2024.
