On April 30, 2024, the State Administration for Market Regulation of China issued the Notice on Further Strengthening the Safety of Special Equipment Such as Elevators (Guo Shi Jian Te She Fa [2024] No. 48), making special work arrangements for market supervision departments of all provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps. The core requirements of the notice include: First, fully guarantee the operation safety of special equipment such as elevators, focus on key scenes such as densely populated places, residential communities and old buildings, carry out full-coverage special investigation and rectification of elevator safety hazards, and focus on investigating prominent problems such as false maintenance, overdue inspection and failure of safety devices; Second, strictly implement the main responsibility of the user unit, urge the elevator user unit to establish and improve the safety management system, equip with full safety management personnel, strictly implement the statutory requirements such as daily inspection, maintenance supervision and regular inspection, and severely investigate and punish the units that fail to rectify hidden dangers in accordance with the law; Third, strengthen the whole chain supervision of the maintenance link, severely crack down on illegal acts such as unlicensed maintenance, over-range maintenance, and maintenance not in accordance with safety technical specifications, establish a credit supervision system for maintenance units, and implement joint punishment for illegal acts; Fourth, improve emergency response capacity, improve the emergency rescue mechanism for elevator trapped people, promote the establishment of regional emergency rescue alliances, shorten the emergency rescue response time, and improve rescue and disposal efficiency; Fifth, strengthen safety publicity and education, enhance the public's awareness of safe use of elevators, and guide the public to take elevators in a standardized and civilized manner. The issuance of this notice has delineated the core work direction for the national elevator safety supervision work from 2024 to 2025, and further improved China's elevator safety supervision system.
