By the end of 2025, all provinces (autonomous regions and municipalities directly under the Central Government) will have fully built provincial-level elevator quality and safety traceability platforms, and the coverage rate of "one item one code" traceability for complete elevator machines and core safety components will reach more than 70%; by the end of 2026, the country will achieve full coverage of the elevator quality and safety traceability system, build a unified national data standard and interconnection system for elevator quality and safety traceability, and realize the full traceability of the whole life cycle quality and safety information of elevators; second, establishing a unified national elevator traceability coding system, formulating a unified national traceability coding rules and data standards for complete elevator machines and core safety components, implementing the "one item one code" unique identification system. Complete elevator machines, speed governors, safety gears, buffers, door lock devices, traction machines, control cabinets and other core safety components must be given a unique traceability code to realize the whole life cycle information association from production, installation, use, maintenance to scrapping; third, compacting the main responsibility of the whole chain of elevator traceability, clarifying that the elevator production unit is the first responsible subject for the generation of elevator traceability information, and must truthfully upload the elevator product design, production, inspection and factory information; elevator installation, maintenance, inspection and transformation units must truthfully upload the operation information and inspection data of the corresponding links; the elevator user unit is responsible for the update and maintenance of the traceability information in the elevator use link to ensure that the traceability information is true, accurate, complete and traceable; fourth, building a unified national elevator traceability information platform, relying on the national special equipment intelligent supervision platform, building a unified national elevator quality and safety traceability information platform, promoting the interconnection between provincial traceability platforms and the national platform, and realizing national sharing and full traceability of elevator traceability data; fifth, strengthening the application of traceability data and intelligent supervision, relying on the elevator traceability system, establishing an intelligent analysis model for elevator quality and safety risks, realizing intelligent identification, early warning and closed-loop disposal of elevator quality and safety risks; for elevators with abnormal traceability information and potential quality and safety hazards, implement key supervision and special inspection, and severely crack down on illegal and irregular acts of producing, selling and using fake and shoddy elevator components; sixth, improving the supporting safeguard measures for the traceability system, strengthening the technical support and financial guarantee for the construction of the elevator traceability system, promoting elevator production, installation and maintenance units to equip necessary traceability information collection equipment and systems; strengthening the publicity and training of the traceability system construction, guiding enterprises to implement the main responsibility of traceability; establishing an assessment and evaluation mechanism for the construction of the elevator traceability system to ensure that all work is implemented effectively; seventh, promoting the international mutual recognition of the elevator traceability system, actively connecting with the global elevator industry traceability system standards, promoting the integration of China's elevator traceability coding and data standards with international standards, providing traceability system support for the export of China's elevator products, and enhancing the international credibility of China's elevator products. The implementation of this opinion has comprehensively built the whole life cycle quality and safety traceability system of elevators in China, improved the quality and safety management level of elevator products from the source, promoted the high-quality development of the elevator industry, and also provided a Chinese solution for the global elevator quality and safety governance.
