On April 18, 2025, the Ministry of Industry of Thailand officially issued the Mandatory Management Specification for Seismic Safety of Elevators and Escalators. The decree has been reviewed and approved by the Thai Cabinet and will officially take effect in October 2025. It is the first special mandatory regulation for seismic safety of elevators and escalators in Thailand. The core contents include: First, clarify the scope of mandatory application. All newly installed and in-use elevators, escalators and moving walks in public places, commercial buildings and residential buildings in Thailand must meet the requirements of this specification. Second, formulate mandatory seismic design standards for newly installed equipment, requiring all newly installed equipment to be equipped with a seismic detection system linked to the power system, which can automatically trigger the safety stop procedure when an earthquake occurs. At the same time, a vertically fixed seismic structure is set to avoid equipment displacement or separation from the foundation structure. The equipment operation spacing must be adapted to the seismic displacement amplitude of the building. Equipment that does not meet the standards is prohibited from being imported, sold and installed. Third, clarify the time limit for seismic transformation of in-use equipment. In-use elevators and escalators with a service life of more than 10 years must complete seismic performance assessment and upgrading transformation before 2028. After the transformation, they must pass the special inspection of the Thai Industrial Product Standards Office. Equipment that does not meet the standards is prohibited from continuing to operate. Fourth, strengthen the safety protection requirements of the equipment, clarifying that all equipment must be equipped with speed anomaly monitoring, braking system fault protection, pedal deformation/missing detection, and automatic shutdown function for foreign object jamming, to ensure that the safety protection can be triggered immediately under abnormal conditions. Fifth, strengthen inspection and supervision requirements. All elevators and escalators must carry out a comprehensive safety inspection once a year, and a special seismic performance test every 3 years. A comprehensive safety assessment must be carried out immediately after an earthquake event, and operation can only be resumed after passing the inspection. Sixth, formulate violation punishment measures. For the responsible subjects who fail to complete seismic design, transformation and inspection in accordance with the specifications, they will face an administrative fine of up to 500,000 Thai baht, and the sale and use of relevant equipment in the Thai market will be prohibited if the circumstances are serious. The new regulation has a 6-month transition period and was officially implemented in October 2025.
