On April 18, 2025, the Ministry of Industry of Thailand officially issued the Mandatory Specification for Seismic Safety of Escalators and Moving Walks. The decree was reviewed and approved by the Cabinet of Thailand and officially took effect 90 days after its publication in the official gazette, and was fully implemented in October 2025. The core contents include: First, clarify the mandatory scope of application, covering all in-use and newly installed escalators and moving walks in public places, commercial buildings, transportation hubs and office buildings in Thailand, among which public transport equipment such as rail transit and airports need to be upgraded first. Second, it is mandatory that all escalators and moving walks must be equipped with an earthquake detection system linked to the power system. After the earthquake early warning signal is triggered, the equipment must automatically decelerate and stop running smoothly to prevent people from falling and equipment damage. Third, upgrade the seismic structure design standards, clarify the seismic design requirements for the vertical fixed structure and foundation connection device of the equipment, ensure that the equipment will not be displaced or separated from the building foundation structure in the earthquake scenario, and the equipment operation spacing must be adapted to the displacement amplitude of the building. Fourth, refine the real-time monitoring requirements for speed abnormality, component loosening and structural deformation, clarify that the equipment must be equipped with multiple safety protection devices, and can automatically trigger a safe shutdown in abnormal conditions. Fifth, clarify the time limit for transformation. Newly installed equipment after October 1, 2025 must meet the requirements of the new regulations, and in-use equipment must complete the seismic upgrading before October 2027. Equipment that does not meet the standards is prohibited from continuing to operate. Sixth, strengthen inspection and supervision requirements. After the completion of equipment seismic transformation, it must pass the special inspection of the Thai Industrial Product Standards Office, and a special seismic performance inspection must be carried out every year. Seventh, formulate violation punishment measures. For the responsible subjects who fail to complete the transformation in accordance with the specifications and continue to operate after failing the inspection, they will face an administrative fine of up to 2 million baht, and those with serious circumstances will be ordered to suspend business for rectification.
