MOHURD, Ministry of Civil Affairs and CDPF Jointly Issued the Special Action Plan for the Construction and Transformation of Barrier-Free Elevators (2025-2027)
This plan is a special implementation document of the Law of the People's Republic of China on the Construction of Accessible Environments, covering the whole-process management of new construction, transformation, operation and maintenance of barrier-free elevators nationwide. The core contents of the plan include: first, clarifying the overall development objectives. By the end of 2027, the allocation rate of barrier-free elevators in public places such as government service halls, hospitals, schools, shopping malls and parks in cities at and above the county level nationwide will reach 100%; among the elevators installed in existing residential buildings nationwide, the proportion of barrier-free elevators will reach 100%; barrier-free elevators in urban rail transit, railway stations, bus stations, airports and other public transportation places will be fully covered; second, delineating three key tasks, including the action for meeting the standards of barrier-free elevators in new buildings, clarifying that new public buildings and residential buildings with 4 floors and above must be equipped with barrier-free elevators that meet the standards, and strict control is carried out throughout the design, construction and acceptance process; the action for barrier-free transformation of existing elevators, completing the transformation of in-service elevators that do not meet the barrier-free standards in public places nationwide by the end of 2027; the action for promoting the installation of barrier-free elevators in old communities, giving priority to supporting the installation of barrier-free elevators in old communities where the elderly and the disabled are concentrated, and giving special financial subsidies; third, refining the technical standards for barrier-free elevators, clarifying the mandatory technical requirements for the car size, door opening width, operation button setting, Braille signs, voice announcement, and emergency call system of barrier-free elevators. The net depth of the car shall not be less than 1.4 meters, and the net width shall not be less than 1.1 meters, which must adapt to the traffic demand of wheelchairs and stretchers; fourth, clarifying the financial support policy. The central government gives special subsidies to the barrier-free elevator construction and transformation projects in the central and western regions, and the local finance supports corresponding subsidy funds, encouraging social capital to participate in the construction and operation of barrier-free elevators; fifth, strengthening the supervision and management mechanism, including the construction and transformation of barrier-free elevators into the mandatory acceptance content of engineering construction. Projects that do not meet the standards shall not pass the completion acceptance. At the same time, the daily operation and maintenance management requirements of barrier-free elevators are clarified to ensure the normal use of the equipment. According to industry estimates, after the implementation of this plan, the national new demand for barrier-free elevator construction and transformation will exceed 350,000 units from 2025 to 2027, which will comprehensively drive the upgrading and development of China's barrier-free elevator technology and products. At the same time, it will also provide technical and market support for the global export of China's barrier-free elevator products, adapting to the market demand of global accessibility environment construction.
