On April 18, 2025, the Thai Cabinet officially passed the draft decree of the Mandatory Industrial Standard for Escalators and Moving Walks, which will be implemented by the Thai Industrial Standards Institute of the Ministry of Industry, and will be fully implemented in October 2025, 90 days after its publication in the Government Gazette. This new regulation is Thailand's first mandatory regulation for seismic protection of elevator equipment. The core contents include: First, clarify the scope of mandatory application, covering all newly installed and in-use escalators and moving walks in public places, commercial buildings, transportation hubs, and office buildings in Thailand. Second, formulate mandatory seismic protection standards for newly installed equipment, requiring that all newly installed escalators and moving walks after October 2025 must be equipped with a seismic detection system linked to the power system, which can automatically trigger safety braking and stop the equipment operation when an earthquake occurs. At the same time, a vertically fixed seismic structure is set to ensure that the anchoring strength of the equipment and the building foundation meets the ISO seismic standards. Equipment that does not meet the standards is prohibited from being installed, sold and used. Third, clarify the time limit for the transformation of in-use equipment. All in-use escalators and moving walks must complete the installation and upgrading of the seismic protection system before 2028. After the transformation, they must pass the special inspection of the Thai Industrial Standards Institute. Equipment that does not meet the standards is prohibited from continuing to operate. Fourth, upgrade the comprehensive safety requirements of the equipment, clarifying that the equipment must be equipped with speed anomaly monitoring, braking system fault early warning, pedal deformation detection, and automatic shutdown function for foreign object jamming, to comprehensively improve the safe operation level of the equipment. Fifth, strengthen inspection and supervision requirements. All escalators and moving walks must carry out a special safety inspection every 6 months. After an earthquake event, a comprehensive seismic safety assessment must be carried out immediately, and operation can only be resumed after passing the inspection. Sixth, formulate violation punishment measures. For the responsible subjects who fail to complete the design, transformation and inspection in accordance with the specifications, they will face an administrative fine of up to 500,000 Thai baht. If the circumstances are serious, they will be ordered to suspend business for rectification, and criminal responsibility will be pursued in accordance with the law if safety accidents are caused.
