China Elevator Association Issued Proposal: Comprehensive Ban on Mineral Powder Counterweights for New Elevators from 2025
On May 27, 2025, the China Elevator Association officially adopted the industry proposal Suggestions on Eliminating Mineral Powder Counterweights in Three Years, comprehensively promoting the safety transformation of elevator counterweight systems based on the elevator industry's safety upgrade needs and technological development trends. The core contents of the proposal include: First, comprehensively ban mineral powder counterweights. From January 1, 2025, all new elevators and newly installed elevators are strictly prohibited from using mineral powder counterweights, and cast iron counterweights or high-density concrete counterweights must be used; Second, existing transformation deadline, before December 31, 2028, complete the replacement and transformation of mineral powder counterweights for all in-use elevators. Elevators that have not been transformed after the deadline will be judged as having major safety hazards, and the regulatory authorities will investigate and deal with them in accordance with the law; Third, technical standard requirements, the specific gravity of the new counterweight material promoted is ≥ 4.5t/m³, and it must pass 2 million fatigue tests to ensure structural strength and stability; Fourth, safety risk description, mineral powder counterweights have defects such as insufficient strength, easy corrosion of metal cladding, and easy cracking after long-term use, which will lead to imbalance of elevator balance coefficient, decline of traction performance, and seriously threaten the safety of passengers; Fifth, implementation guarantee, the China Elevator Association will supporting revise the group standard Elevator Counterweights (T/CEA 0051), clarify the technical specifications of new counterweights, and jointly strengthen supervision with market supervision departments to ensure the implementation of the proposal. After the implementation of this proposal, it is expected to reduce more than 30% of elevator accidents caused by counterweight system failures, and promote the transformation of the elevator industry chain to high-performance and high-safety materials.
