By 2026, the intellectual property protection work system for the elevator industry will be basically built, the intellectual property rights assistance channels will be fully unblocked, and infringement acts will be effectively curbed; by 2027, a development pattern of in-depth integration of intellectual property protection with industry technological innovation and industrial upgrading will be fully formed, the independent and controllable level of core technologies in the elevator industry will be significantly improved, and the international intellectual property competitiveness of China's elevator industry will be greatly enhanced; second, strengthening the source protection of intellectual property rights in the elevator industry, supporting elevator enterprises, research institutes to carry out technological research and development around core fields such as high-speed elevators, intelligent elevators, energy-saving elevators and special elevators, strengthening the cultivation and layout of high-value patents, establishing a patent navigation mechanism for the elevator industry, releasing patent navigation analysis reports in core technology fields, and guiding enterprises to avoid intellectual property risks; third, strengthening the administrative law enforcement protection of intellectual property rights in the elevator industry, severely cracking down on illegal and irregular acts such as patent infringement, trademark counterfeiting and trade secret infringement in the elevator industry, carrying out special intellectual property law enforcement actions in key areas such as elevator core components, intelligent control systems and innovative technical solutions, imposing heavy penalties on repeated infringement and malicious infringement according to law, and greatly increasing the cost of infringement; fourth, improving the rapid coordinated protection mechanism of intellectual property rights in the elevator industry, building intellectual property protection centers and rapid rights protection centers in elevator industry agglomeration areas, opening up rapid review, rapid confirmation of rights and rapid rights protection channels for intellectual property rights in the elevator industry, reducing the cycle of patent review, trademark registration and rights protection disposal, and providing one-stop intellectual property protection services for elevator enterprises; fifth, improving the overseas intellectual property rights assistance mechanism for the elevator industry, establishing an overseas intellectual property dispute response guidance center for the elevator industry, releasing intellectual property compliance guidelines and risk early warning information for major global elevator markets, providing intellectual property compliance guidance and rights protection assistance for elevator enterprises in overseas exhibitions, product export and overseas investment, and supporting enterprises to deal with overseas intellectual property disputes; sixth, promoting the transformation and application of intellectual property rights in the elevator industry, encouraging elevator enterprises to carry out intellectual property pledge financing, patent navigation, patent licensing and transfer, and promoting the industrial application of innovative technological achievements; establishing an intellectual property trading platform for the elevator industry, promoting the connection between supply and demand of patented technologies, and promoting the technological upgrading and high-quality development of the industry; seventh, strengthening the self-discipline management of intellectual property rights in the elevator industry, supporting the China Elevator Association to establish a self-discipline mechanism for intellectual property protection in the industry, formulating an industry intellectual property protection convention, carrying out industry intellectual property credit evaluation, guiding enterprises to operate in compliance and respect intellectual property rights, and establishing and improving the enterprise intellectual property management system. The implementation of this opinion has comprehensively strengthened the protection of intellectual property rights in China's elevator industry, stimulated the technological innovation vitality of the industry, promoted the transformation of China's elevator industry from a "manufacturing power" to a "creation power", and also provided intellectual property compliance and rights protection support for Chinese elevator enterprises to expand the global market.
