NDRC, MIIT and MEE Jointly Issued the Measures for the Administration of Recycling of Elevator Products
This measure is a special supporting document for the implementation of the Circular Economy Promotion Law of the People's Republic of China and the Law on the Prevention and Control of Solid Waste Pollution, covering the whole process management of production, sales, use, scrapping, recycling, dismantling and remanufacturing of all elevator products in China. The core contents of the measure include: first, establishing an extended producer responsibility system, clarifying that elevator manufacturers are the primary responsible subjects for the recycling of elevator products, need to establish recycling channels for scrap elevators, undertake the responsibility for recycling, dismantling and resource utilization of elevator products, encourage manufacturers to establish a "trade-in" mechanism, and build a supporting recycling service network; second, clarifying the responsibility boundaries of the whole chain subjects. Elevator sellers shall cooperate with manufacturers to implement the recycling responsibility. Elevator users shall hand over scrap elevators to qualified recycling and dismantling enterprises for disposal. It is strictly prohibited to dismantle, discard or resell scrap elevators and core components without authorization. Recycling and dismantling enterprises must have corresponding qualifications and carry out dismantling, resource utilization and harmless disposal in accordance with the specifications; third, standardizing the recycling and dismantling process of scrap elevators, clarifying the scrap judgment standards, recycling registration system and dismantling technical specifications of elevators, requiring the whole dismantling process to be traceable, hazardous waste generated from dismantling must be disposed of by qualified units, and illegal dumping and disposal are strictly prohibited; fourth, improving the management system for remanufacturing of elevator components, clarifying the design, production, inspection and identification standards for remanufactured elevator components. The performance and safety indicators of remanufactured components shall not be lower than those of new products, and must pass the inspection and certification of a third-party institution. It is encouraged to give priority to the use of qualified remanufactured components in the renewal and transformation of old elevators; fifth, establishing a traceability system for recycling information, requiring elevator manufacturers and recycling and dismantling enterprises to establish a whole life cycle information ledger of elevator products, realizing the traceability of the whole process of elevator production, use, scrapping, recycling, dismantling and remanufacturing, and accessing the national special equipment information publicity platform; sixth, strengthening policy incentives and supervision constraints, giving tax incentives and financial support to qualified elevator remanufacturing and resource utilization projects, including the implementation of elevator recycling responsibilities into enterprise credit management, and imposing penalties and publicity on units and individuals that fail to perform recycling responsibilities as required or illegally dispose of scrap elevators according to law. The measure clarifies that by the end of 2027, the standardized recycling rate of scrap elevators nationwide will reach more than 95%, the remanufacturing and utilization rate of core elevator components will reach more than 60%, and a whole life cycle recycling system for elevator products will be basically formed. The implementation of this measure has comprehensively standardized the recycling market of scrap elevators in China, promoted the high-quality development of circular economy in the elevator industry, and also provided policy and standard support for the global export of China's elevator remanufactured products and recycling technologies, adapting to the global development trend of circular economy.
