This opinion is a special policy to implement the RCEP agreement and promote the overseas expansion of China's elevator industry, covering 15 RCEP member states, and applicable to the import and export trade of complete elevator machines, core components and supporting systems. The core measures of the opinion include: first, optimizing the application of rules of origin, issuing the Operation Guidelines for the Origin of Elevators and Components Under RCEP, refining the cumulative rules of origin and regional value content accounting standards for elevator products, clarifying that the complete elevator with regional value content of no less than 40% can enjoy the RCEP tariff reduction preference, and supporting enterprises to reduce compliance costs by taking advantage of the RCEP regional industrial chain; second, fully implementing the tariff reduction policy, clarifying the tariff reduction arrangements for elevators and components under RCEP. Among them, the complete elevators exported to ASEAN member states will eventually achieve zero tariff, and the tariff on core components will be gradually reduced to 0. It guides enterprises to accurately apply the tariff reduction policy, and gradually complete the tax reduction arrangements for all tax items from 2025 to 2027; third, upgrading customs clearance facilitation measures. For elevator products exported to RCEP member states, implement the whole-process facilitation measures of "advance declaration, two-step declaration, consolidated tax collection", set up an exclusive customs clearance window for RCEP elevator export, realize intelligent review and self-printing of certificates of origin, and reduce customs clearance time by more than 60%; fourth, promoting the mutual recognition of standards and certifications, uniting industry institutions of RCEP member states to promote the mutual recognition and cooperation between Chinese national elevator standards and the standards of RCEP member states, establish a mutual recognition mechanism for elevator product inspection and certification results, reduce repeated inspection and certification, and reduce the export compliance costs of enterprises; fifth, building a trade service platform, establishing a public service platform for RCEP elevator export, releasing authoritative information such as market access policies, standard requirements, tariff policies and market opportunities of member states, and providing enterprises with one-stop services such as compliance consulting, market matching and risk early warning; sixth, strengthening trade risk prevention and control, establishing an early warning mechanism for elevator export trade frictions under RCEP, timely releasing risk early warnings such as trade barriers, anti-dumping and technical barriers of member states, and guiding enterprises to deal with trade frictions. The implementation of this policy will greatly reduce the export cost of Chinese elevator products to RCEP member states. It is expected that the average annual growth rate of China's elevator export to RCEP member states will increase to more than 15% from 2025 to 2027, further consolidating the share of Chinese elevator products in RCEP markets such as Southeast Asia and Oceania, and helping the whole industrial chain of China's elevator industry go global.
