On December 18, 2024, the Official Journal of the European Union officially issued the revised version of the Lift Safety Directive (EU 2024/2749), replacing the old version of Directive 2014/33/EU, which is the core regulation for elevator market access and safety management in the EU. The core contents of this revision include: First, upgrade the Essential Health and Safety Requirements (EHSR) for elevator products, add special safety requirements for intelligent elevators, new suspension systems, and electronic safety components, to adapt to the latest development of elevator technology. Second, strengthen the conformity assessment requirements for elevator safety components, optimize the process and standards of type test and CE certification, and improve the quality control level of safety components. Third, clarify the recyclability and environmental protection requirements of elevator products, requiring that the material recyclability rate of elevator products is not less than 85%, to promote the green and low-carbon development of the elevator industry. Fourth, refine the requirements for elevator maintenance and safety management of in-use equipment, and clarify the mandatory standards for the qualification of maintenance units, the training and assessment of maintenance personnel, and the regular inspection of in-use elevators. Fifth, optimize the rules for the free circulation of elevator products within the EU, unify the market supervision standards of each member state, and realize the compliance mutual recognition of elevator products and safety components throughout the EU. Sixth, clarify the punishment and market exit mechanism for non-compliant products, adopt recall, ban on sale, fine and other punishment measures for products that do not meet the standards, and strengthen market supervision. The directive requires all 27 EU member states to complete the transformation of domestic law before May 29, 2026, and it will be officially implemented throughout the EU on May 30, 2026.
