The core contents include: first, clarifying the qualification permission management requirements, clarifying the qualification permission conditions, application process, approval scope and validity period of elevator inspection and testing institutions, stipulating that elevator inspection institutions must obtain the approval certificate of special equipment inspection and testing institutions, elevator testing institutions must have corresponding testing capabilities and qualification conditions, and it is strictly prohibited to carry out inspection and testing activities without a license or beyond the scope; second, standardizing the practice behavior of inspection and testing, clarifying that elevator inspection and testing institutions must carry out inspection and testing activities in accordance with national standards and safety technical specifications, truthfully issue inspection and testing reports, bear legal responsibility for the inspection and testing results and appraisal conclusions, and strictly prohibit illegal and irregular acts such as issuing false inspection and testing reports, missing or wrong inspection, and overdue inspection; third, strengthening the quality control of inspection and testing, requiring elevator inspection and testing institutions to establish and improve the quality management system, safety management system and responsibility traceability system, formulate perfect inspection and testing operation instructions, strengthen the training, assessment and management of inspection and testing personnel, implement quality control over the whole process of inspection and testing, and ensure that the inspection and testing data are true, accurate and traceable; fourth, clarifying the prohibited practice behaviors, explicitly prohibiting elevator inspection and testing institutions from having interest associations with elevator production, maintenance and use units, strictly prohibiting engaging in elevator production and maintenance business activities at the same time, strictly prohibiting seeking illegitimate interests by taking advantage of inspection and testing work, and strictly prohibiting disclosing the business secrets and technical secrets of the inspected units; fifth, improving the supervision and management mechanism, establishing a credit evaluation system for elevator inspection and testing institutions, implementing hierarchical and classified supervision according to credit ratings, implementing the "double random, one public" supervision and inspection mode, and carrying out full-coverage daily supervision and inspection and special law enforcement inspection on inspection and testing institutions; sixth, strengthening intelligent supervision and social supervision, relying on the national special equipment intelligent supervision platform, establishing a digital supervision file for elevator inspection and testing institutions, realizing real-time upload and full traceability of inspection and testing data, unblocking social reporting and complaint channels, and encouraging the public and industry associations to supervise the illegal and irregular acts of inspection and testing institutions; seventh, clarifying the legal liability, formulating clear punishment standards for illegal and irregular acts of elevator inspection and testing institutions such as unlicensed practice, issuing false reports, and over-range inspection and testing. If the circumstances are serious, the qualification permission will be revoked, and if a crime is constituted, criminal responsibility will be pursued according to law.
