The core measures of the notice include: first, strengthening the customs protection of intellectual property rights, establishing a green channel for customs filing of intellectual property rights of elevator products, simplifying the filing process and shortening the filing review time; for the registered elevator patents, trademarks and copyrights, the customs shall take protective measures such as detention and sealing up according to law, severely crack down on infringing and counterfeit elevator products in the import and export links, and establish a blacklist system for infringing enterprises; second, improving the overseas rights protection assistance system, establishing a guidance center for responding to overseas intellectual property disputes in the export of elevator products, providing one-stop services such as overseas intellectual property policy interpretation, dispute response, and legal aid for elevator export enterprises; setting up a special fund for overseas rights protection assistance, subsidizing the reasonable expenses of enterprises in responding to overseas intellectual property disputes, and reducing the cost of enterprise rights protection; third, promoting the construction of enterprise intellectual property compliance system, guiding elevator export enterprises to establish a whole-process intellectual property compliance management system, carry out intellectual property risk investigation of export products, and complete overseas patent layout and trademark registration in advance; issuing the Guidelines for Intellectual Property Compliance of Exported Elevator Products, clarifying the intellectual property compliance requirements and risk prevention and control points of overseas markets; fourth, severely cracking down on infringement violations, imposing administrative penalties on enterprises that import and export infringing and counterfeit elevator products according to law, including them in enterprise credit records, and implementing joint punishment; for enterprises with malicious infringement and repeated infringement, imposing severe penalties according to law and publicizing them to the society; fifth, strengthening international cooperation on intellectual property rights, establishing a cooperation mechanism with intellectual property institutions in major elevator export markets such as countries along the "Belt and Road", ASEAN and the EU, promoting the docking of intellectual property law enforcement cooperation and dispute resolution mechanisms, and providing support for the overseas intellectual property protection of Chinese elevator enterprises; sixth, strengthening intellectual property public services, establishing a public service platform for intellectual property rights in the elevator industry, integrating information resources such as patents, trademarks, laws and regulations of the global elevator industry, and providing public services such as patent retrieval, analysis and early warning for enterprises; carrying out intellectual property compliance training for elevator enterprises, organizing full-coverage online and offline training every year, to improve the intellectual property protection awareness and compliance ability of enterprises. The implementation of this notice has comprehensively optimized the intellectual property protection environment for the export of Chinese elevator products, effectively prevented the overseas intellectual property risks of elevator export enterprises, helped Chinese elevator enterprises carry out overseas patent layout and brand building, further enhanced the core competitiveness of China's elevator industry in the global market, and promoted the transformation of China's elevator industry from product export to the whole industrial chain overseas expansion of technology, standards and brands.
