SAMR Issued the Special Action Plan for Improving the National Elevator Emergency Rescue Capability (2025-2027)
This plan is an important supporting implementation document of the Three-Year Action Plan for Elevator Safety Foundation Consolidation (2024-2026), covering the whole-process emergency rescue management of all in-service elevators nationwide. The plan sets three core objectives: first, by the end of 2027, the national elevator emergency disposal service platforms such as 96333 will achieve 100% full coverage, and all in-service elevators will be included in the emergency platform management; second, the average response time for elevator trapped rescue will be compressed to less than 15 minutes, no more than 10 minutes in the core urban areas, and the standardized rescue disposal rate will reach 100%; third, build a unified national digital management platform for elevator emergency rescue, and realize the whole-process digital closed-loop management of elevator fault early warning, emergency scheduling, rescue disposal, and post-event traceability. The plan clarifies six key tasks: first, promoting the full coverage of emergency disposal platforms, improving the three-level elevator emergency rescue command system at provincial, municipal and county levels, realizing the data interconnection of national emergency platforms, and unifying the emergency rescue scheduling standards; second, building a three-level emergency rescue network, establishing a first-level rescue with maintenance units as the main body, a second-level rescue supplemented by regional rescue stations, and a three-level rescue system with fire rescue teams as the bottom line to eliminate rescue blind areas; third, improving the intelligent level of emergency rescue, promoting the full docking of the elevator IoT monitoring system with the emergency platform, realizing automatic alarm for elevator trapped people, automatic fault location, and intelligent planning of rescue routes, to improve rescue efficiency; fourth, strengthening the capacity building of emergency rescue personnel, establishing a unified national training and assessment system for elevator emergency rescue personnel, carrying out full-coverage training and emergency drills every year, and improving the standardized disposal capacity of rescue personnel; fifth, improving the emergency rescue mechanism for special scenarios, formulating special emergency rescue plans for special places such as super high-rise buildings, subways, airports, and scenic spots, equipping with special rescue equipment, and improving the rescue capacity in extreme scenarios; sixth, improving the emergency rescue responsibility system, clarifying the responsibility boundaries of elevator user units, maintenance units, emergency platforms, and supervision departments for emergency rescue, establishing a accountability mechanism for ineffective rescue, and compacting the responsibilities of all parties. The implementation of this plan has comprehensively improved China's elevator emergency rescue system, greatly enhanced the safety guarantee capacity of elevator operation, and also provided Chinese practical experience and standard support for the export of China's elevator emergency rescue technology, intelligent systems and special equipment.
