UK Issued the Lifts and Escalators (Safety) Regulations 2025, Strengthening Old Elevator Supervision
On January 28, 2025, the UK Health and Safety Executive (HSE) officially issued the Lifts and Escalators (Safety) Regulations 2025, replacing the 2008 version, implemented across the UK from July 1, 2025. Core of the new rules: First, graded supervision of old elevators, annual safety assessment for elevators 15-20 years, semi-annual assessment for elevators over 20 years, mandatory special inspection for elevators over 30 years, clarifying judgment standards for "continued use, renovation, scrapping"; Second, strengthened maintenance responsibility, maintenance units must obtain HSE qualification, maintenance personnel certified, maintenance records electronically archived for 10 years, maximum fine of 100,000 pounds for false maintenance; Third, emergency rescue upgrade, establish national unified elevator rescue hotline, arrive within 45 minutes after trapping, emergency power supply maintain operation for more than 30 minutes; Fourth, safety component renewal, mandatory replacement of old safety gears, speed governors, door locks, complete stock renovation by 2028; Fifth, import control, elevators entering UK market must comply with EN-ISO 8100 standards, pass UKCA certification, affix safety mark; Sixth, penalty upgrade, maximum fine of 200,000 pounds for violating units, criminal liability for responsible persons, included in enterprise credit blacklist. The new rules comprehensively improve UK elevator safety level, standardize old elevator renovation market.
