This plan is an important supporting implementation document of the Special Equipment Safety Law and the Three-Year Action Plan for Elevator Safety Foundation Consolidation, covering the whole life cycle intelligent supervision of all in-service elevators nationwide. The plan sets three core objectives: first, by the end of 2027, build a national unified elevator intelligent supervision platform, realize the interconnection of supervision data at the national, provincial, municipal and county levels, 100% of all in-service elevators nationwide are included in the platform management, and realize the full coverage of "one elevator, one code" electronic ID; second, build a closed-loop supervision system for the whole life cycle of elevators, realizing the traceability and full coverage of supervision of the whole process of elevator production, installation, inspection, maintenance, use and scrapping; third, build a national intelligent early warning system for elevator safety risks, realizing early warning and precise control of elevator failure risks, and improving the efficiency of emergency disposal of emergencies such as elevator trapped people by more than 50%. The plan clarifies six core tasks: first, building a national unified elevator data resource center, improving the national unified elevator unit database, personnel database, equipment database, regulation database and case database, unifying data standards and data interfaces, and realizing the full aggregation, sharing and interconnection of national elevator supervision data; second, building a whole life cycle closed-loop supervision function module, building a whole process online supervision module for elevator production license, installation notification, supervisory inspection, regular inspection, maintenance management, use management, emergency disposal, scrapping and cancellation, realizing the whole process online handling and traceability of supervision business; third, building an intelligent early warning system for elevator safety risks, based on big data and artificial intelligence technology, building an elevator safety risk analysis model, realizing automatic identification, intelligent early warning and accurate push of elevator failure risks and illegal acts, and promoting the transformation of supervision from "post-disposal" to "pre-prevention"; fourth, improving the collaborative management system for elevator emergency disposal, integrating the national 96333 elevator emergency disposal platform, realizing the whole process closed-loop management of automatic alarm for elevator trapped people, intelligent order dispatching, collaborative rescue and post-event traceability, and improving the efficiency of emergency rescue; fifth, building an elevator credit supervision system, establishing a credit evaluation model for elevator production, installation, maintenance, inspection and use units, realizing credit hierarchical and classified supervision, implementing joint punishment for untrustworthy subjects, and giving incentives to trustworthy subjects; sixth, promoting the docking and sharing of elevator IoT data, formulating national unified standards for elevator IoT data collection and transmission specifications, promoting the full docking of elevator IoT monitoring data with the supervision platform, and realizing real-time monitoring and intelligent analysis of elevator operation status. The plan clarifies the implementation in three stages: in 2025, complete the construction of the core framework of the platform and the online operation of pilot provinces; in 2026, realize the platform docking and full function coverage of all provinces nationwide; in 2027, fully improve the platform functions and realize the full scenario implementation of elevator intelligent supervision. The implementation of this plan has comprehensively improved the digital and intelligent level of elevator safety supervision in China, promoted the high-quality development of the elevator industry from the supervision level, and also provided Chinese practical experience and standard support for the global export of China's elevator intelligent supervision technology, IoT system and big data solutions.
