On May 15, 2025, the State Administration for Market Regulation and the Standardization Administration of China jointly issued Announcement No. 5 of National Standards in 2025, approving and issuing the national recommended standard GB/T 21739-2025 Safety Code for the Manufacture and Installation of Home Elevators. The standard is under the jurisdiction of the National Technical Committee for Elevators of China, completely replacing the old version of GB/T 21739-2008 Code for the Manufacture and Installation of Home Elevators, and officially implemented on December 1, 2025. This standard is the core technical specification in the field of home elevators in China, which makes comprehensive specifications for the use scenarios and safety requirements of home elevators. The core contents include: First, clarify the scope of application of the standard, define a home elevator as an elevator installed in a private residence and only used by a single family, or an elevator installed in a building not used by a single family but only used as a special elevator for families to enter the residence, with a rated speed of no more than 0.4m/s, a rated load of no more than 400kg, and a maximum travel of no more than 12m, filling the gap between home elevators and passenger elevators in previous standards; Second, improve the safety requirements for the design and manufacturing of home elevators, update the design specifications of home elevator shafts, machine rooms, cars and landing doors, clarify the safety technical requirements of home elevators with different driving modes such as traction system, hydraulic system and screw system, and add relevant technical standards and verification methods for non-metallic suspension devices and permanent magnet synchronous drive systems; Third, strengthen the requirements for safety protection devices of home elevators, clarify the design and test standards of core safety devices such as safety gears, speed governors, buffers, door lock interlocks, door machine protection, and overload protection that must be equipped in home elevators, and add new mandatory requirements for automatic rescue of trapped people, emergency leveling, and manual emergency operation of elevators to prevent the risk of home elevator safety accidents; Fourth, add relevant technical specifications for smart home elevators. For home elevators with Internet of Things, remote monitoring and intelligent control functions, it clarifies the relevant technical requirements for network security, data security and remote control, and improves the relevant specifications for intelligent fault diagnosis, remote alarm and emergency rescue of home elevators; Fifth, improve the installation and acceptance specifications of home elevators, clarify the installation process, on-site test items and acceptance judgment standards of home elevators, add relevant requirements for civil engineering adaptation, shaft protection, environmental protection and noise reduction of home elevator installation, and provide a unified standard basis for the installation and acceptance of home elevators; Sixth, supplement the maintenance and use management specifications of home elevators, clarify the maintenance cycle, inspection items and safety assessment requirements of home elevators. At the same time, in view of the use scenarios of home elevators, formulate safety use guidelines, and clarify the relevant requirements such as prohibiting overloading, prohibiting children from taking elevators alone, and prohibiting illegal transformation. The implementation of this standard has further improved China's elevator standard system, standardized the development of the home elevator market, improved the safety performance of home elevators, and provided standard support for the export trade of Chinese-made home elevators.
