Vietnam Released New Elevator Market Access Regulations, Mandatory QI Certification in 2026
On September 20, 2025, Vietnam Ministry of Science and Technology (MST) jointly with Ministry of Construction released Elevator Quality and Safety Certification Management Measures, implemented on January 1, 2026. Core contents:
1. Mandatory certification: All new elevators, imported elevators must pass Vietnam National Bureau of Standards (QCVN) QI certification, comply with TCVN 6660-2025 Safety Code for Elevators;
2. Certification scope: Complete machine, safety components (safety gears, speed governors, door locks, buffers), control systems;
3. Marking requirements: Certified products affix Vietnam QI mark, mark certification number, validity period;
4. Import control: Imported elevators must provide QI certification, customs inspection release, prohibited second-hand, uncertified elevator import;
5. Maintenance supervision: Maintenance units must registered, maintenance cycle 15 days, records archived for 5 years;
6. Old elevators: Annual assessment for over 15 years, unqualified elevators renovated or scrapped;
7. Penalties: Fine of 300 million Vietnamese dong for uncertified sale and installation, product confiscation, lifelong ban for responsible persons. The new regulations standardize Vietnam elevator market, improving safety level.
