This policy is based on the core requirements of the ADA Act. For existing public buildings built before 1992, it clarifies the mandatory schedule and technical standards for elevator accessibility renovation: by the end of 2027, all existing public buildings with more than 3 floors and an average daily passenger flow of more than 1000 people must complete the elevator car accessibility transformation, button and control panel optimization, voice broadcast system installation, Braille sign improvement and other upgrades. Buildings that do not meet the requirements will face administrative penalties of up to 100,000 US dollars. The policy also clarifies the federal government's special subsidy policy for the renovation of small and medium-sized public buildings, with the maximum subsidy ratio up to 50% of the total renovation cost.
