Indonesia Issued New Regulations on Market Access for Elevator Products
On August 15, 2024, the Ministry of Industry of Indonesia, together with the National Standardization Agency (BSN), officially issued the New Regulations on Mandatory Certification Management of Elevator and Escalator Products, which comprehensively upgraded the market access requirements for complete elevator machines and core component products entering the Indonesian market. The core contents of the new regulations include: First, strengthen the control of mandatory SNI certification, clarify that all complete elevator machines, traction machines, safety gears, buffers, and control cabinet core components entering the Indonesian market must obtain the mandatory SNI certification of Indonesia, cancel the original exemption clauses for some parts, and products without certification are prohibited from being sold and used in the Indonesian market. Second, tighten the port inspection requirements for imported elevator products, clarify that the customs must conduct 100% verification of the SNI certificate, certificate of origin, and conformity declaration documents of imported elevator products, and products with inconsistent certificates will be directly returned. Third, strengthen the local factory audit requirements. For SNI certification applications from overseas manufacturers, at least 1 on-site factory audit must be completed every year, and the original compliance mode of remote audit is cancelled. Fourth, clarify the compliance control requirements for in-use elevators, requiring that all in-use elevators in Indonesia must carry out a SNI standard compliance inspection every 2 years, and elevators that fail the inspection are prohibited from continuing to be used. The new regulation has a 6-month transition period and was officially implemented on February 15, 2025. During the transition period, the certification conversion and compliance rectification of existing products will be completed.
