On July 22, 2024, the Pakistan Standards and Quality Control Authority (PSQCA), together with the Ministry of Housing and Works of Pakistan, officially issued the Mandatory Specifications for Safety Management of Elevators and Escalators, which standardized and upgraded the whole process of access, import and operation of elevator products in the Pakistani market. The core contents include: First, it is clarified that all complete elevator machines, traction machines, safety gears, buffers and control cabinets entering the Pakistani market must obtain mandatory PSQCA certification, and the original temporary exemption policy for some parts is cancelled. Second, tighten the inspection at import ports. The customs must conduct 100% verification of the PSQCA certificate, certificate of origin and type test report of imported elevators, and products with inconsistent certificates will be directly returned. Third, strengthen the annual inspection requirements for in-use elevators. All in-use elevators must carry out a PSQCA standard compliance inspection once a year, and elevators that fail to meet the standards must be shut down for rectification immediately. Fourth, it is clarified that elevator maintenance units must obtain the official qualification license of Pakistan, carry out at least one routine maintenance every month, and maintenance personnel must work with certificates. Fifth, upgrade the emergency rescue requirements, clarifying that the elevator entrapment rescue must be handled on site within 30 minutes, and non-compliant units will face fines and license revocation. The new regulation has a 6-month transition period and was officially implemented on January 22, 2025.
