On July 15, 2024, the European Commission issued the Revised Regulation on Energy Efficiency Requirements for Elevators and Escalators (EU) 2024/1238 in the Official Journal, making major updates to the elevator product ERP (Energy-related Products) Directive. The new regulation was officially implemented on January 1, 2025, applicable to all passenger elevators, freight elevators, escalators and moving walks entering the EU 27 market. The core contents of the new regulation include: First, raise the energy efficiency access threshold, raising the minimum elevator energy efficiency requirement from level 3 to level 2. Elevators with rated speed ≤ 1.6m/s must meet level 2 energy efficiency, and high-speed elevators must meet level 1 energy efficiency. Products that do not meet the standards are prohibited from entering the EU market; Second, improve energy consumption testing standards, unify elevator energy efficiency testing methods, require energy consumption testing under three working conditions: no-load, half-load and full-load, and the test data must be verified by a third-party laboratory recognized by the EU; Third, strengthen energy efficiency label management, elevator products must be affixed with a unified EU energy efficiency label, clearly marking energy efficiency level, annual power consumption, energy efficiency index and other information, and the label must be retained throughout the product life cycle; Fourth, environmental protection material requirements, plastic, rubber, metal and other materials in elevator products must comply with EU RoHS and REACH environmental protection directives, restrict the use of harmful substances such as lead, mercury and cadmium, and the material recyclability rate after elevator scrapping must be ≥ 90%; Fifth, intelligent energy-saving requirements, new elevators must be equipped with energy-saving functions such as intelligent standby, energy feedback, and automatic light adjustment, and standby energy consumption is reduced by ≥ 50% compared with traditional elevators; Sixth, market supervision requirements, EU member states will increase market sampling inspections, and impose fines of 10%-30% of the value of goods on enterprises with energy efficiency fraud and label violations, and those with serious circumstances will be included in the EU blacklist. After the implementation of this new regulation, it will promote the global elevator industry to accelerate the green and low-carbon transformation, and put forward higher environmental compliance requirements for elevator export enterprises.
