This revision is the largest adjustment to elevator barrier-free requirements since the implementation of the ADA standard. The core contents include: mandating that all new public buildings with 3 floors and above must be equipped with barrier-free elevators, canceling the previous exemption clauses; updating 18 technical parameters such as the barrier-free size of elevator cars, button height, voice announcement, and Braille signs; clarifying the compliance time limit for elevator renovation of existing buildings, requiring the completion of barrier-free upgrading of all existing public building elevators by 2030. The policy sets a 13-month transition period and will officially take effect on March 15, 2025. Non-compliant buildings will face federal administrative penalties.
