This plan, led and formulated by the State Administration for Market Regulation (SAMR) of China, is a programmatic document in the field of China's elevator safety supervision from 2024 to 2026. The plan sets three core objectives: first, by the end of 2026, the implementation rate of the main safety responsibility of elevator production, maintenance and use units will reach 100%; second, the closed-loop rate of elevator safety hidden danger rectification will reach more than 98%; third, the accident rate per 10,000 elevators and the number of deaths per 10,000 elevators will continue to maintain a low level globally. The plan clarifies eight key tasks: compacting the main safety responsibility of the whole elevator chain, strengthening the safety control of elevator production sources, deepening the action of improving elevator maintenance quality, promoting the renewal, transformation and upgrading of old elevators, improving the elevator emergency rescue system, perfecting the intelligent elevator supervision mechanism, strengthening the law enforcement of elevator safety supervision, and building a pattern of social co-governance of elevator safety. At the same time, the plan puts forward special supervision requirements for subdivided scenarios such as elevator installation in existing residential buildings, high-flow elevators in public places, and home elevators, which provides clear policy guidance for the standardized development of China's elevator industry, and also provides policy support for the construction of compliance system for the export of Chinese elevator products.
