The Ministry of Housing and Urban-Rural Development (MOHURD) issued the Technical and Management Specification for Elevator Installation Engineering in Existing Residential Buildings on January 18, 2024, which formulates a unified standard for elevator installation in existing residential buildings nationwide. The new regulation clarifies the application conditions, simplified approval process, structural safety design standards, fire protection and emergency rescue requirements for elevator installation in existing residential buildings, and also makes clear provisions on the protection of the rights and interests of low-rise residents and the division of operation and maintenance management responsibilities after installation. For the first time, the new regulation clarifies that eligible elevator installation projects can be included in the special subsidy scope for urban old community renovation, which will be officially implemented nationwide from May 1, 2024, and all provinces and cities need to complete the formulation of local implementation rules before the end of 2024.
