On November 18, 2024, the Ministry of Environment and Energy of Greece, together with the Hellenic Organization for Standardization, officially issued the Mandatory Specification for Seismic Safety Management of Elevators in Seismic Zones, which comprehensively upgraded the design, manufacture, installation, transformation and inspection of elevators in seismic zone areas in Greece. The core contents include: First, clarify the scope of application. All newly installed and in-use elevators in areas with seismic intensity of 7 degrees and above in Greece must meet the seismic safety requirements of this specification. Second, formulate mandatory seismic design standards for newly installed elevators. From May 1, 2025, newly installed elevators in seismic zone areas must comply with the EU EN 81-77 seismic design standard. Special seismic design guidelines have been formulated for hoistway structure, guide rail fixing, car suspension, and equipment anchoring. Elevators that do not meet the standards are prohibited from being installed and used. Third, clarify the time limit for seismic transformation of in-use elevators. In-use elevators in seismic zone areas with a service life of more than 15 years must complete seismic performance assessment and upgrading transformation before 2028. After the transformation, they must pass the official seismic performance inspection, and elevators that do not meet the standards are prohibited from continuing to operate. Fourth, strengthen the seismic performance inspection requirements. All elevators must carry out a special seismic performance inspection every 5 years, and a comprehensive seismic safety assessment must be carried out immediately after an earthquake event, and operation can only be resumed after passing the inspection. Fifth, refine the maintenance management requirements, clarifying that seismic elevators carry out routine maintenance once every 12 days, and a special inspection of seismic components every quarter. Maintenance personnel must receive special training on seismic elevators and work with certificates. Sixth, formulate violation punishment measures. For the responsible subjects who fail to complete seismic design, transformation and inspection in accordance with the specifications, they will face an administrative fine of up to 32,000 euros, and the relevant qualifications will be revoked if the circumstances are serious. The new regulation has a 6-month transition period and was officially implemented on May 18, 2025.
