On November 18, 2024, the Department of Housing, Local Government and Heritage of Ireland, together with the Environmental Protection Agency of Ireland, officially issued the Mandatory Specification for Elevator Scrap and End-of-Life Management, which comprehensively upgraded the scrap judgment, disassembly and disposal, environmental protection recycling, and traceability management of elevators in Ireland. The core contents include: First, clarify the mandatory elevator scrap judgment criteria, and formulate 7 core judgment criteria for mandatory elevator scrap, including the service life of more than 35 years and unable to meet the current safety standards through transformation, irreversible fatigue damage to core structural components, major potential safety hazards and no transformation value, aging electrical system unable to meet safety requirements, unable to repair after major accidents, energy consumption exceeding the standard and unable to meet the standard through transformation, and judged to be unsuitable for continued use through safety assessment. Elevators that meet any of the criteria must be subject to mandatory scrap. Second, establish an elevator scrap approval and filing system, clarifying that elevator scrap must be submitted by the user unit to the Irish official regulatory authority with a scrap application and safety assessment report, and disassembly and scrap can only be implemented after approval. After the scrap is completed, the official filing must be completed within 15 working days to cancel the elevator use registration. Third, standardize the requirements for elevator disassembly and environmental protection disposal, clarifying that elevator scrap disassembly must be implemented by units with official qualifications, the disassembly process must meet environmental protection and safety requirements, and illegal disassembly and random discarding of waste components are strictly prohibited. Fourth, establish a recycling system for elevator waste components, clarifying the requirements for classified recycling, environmental protection disposal, and recycling of elevator metal components, electrical components, plastic components, and hazardous waste. Among them, the recycling rate of elevator metal materials must not be less than 90%, and hazardous waste must be handed over to qualified units for harmless disposal. Fifth, consolidate the main responsibility, clarifying that the elevator property owner is the first responsible person for elevator scrap disposal, and is fully responsible for the whole process of elevator scrap, disassembly and environmental protection disposal. Sixth, formulate violation punishment measures. For the responsible subjects who fail to implement scrap in accordance with the specifications, illegally disassemble, illegally discard waste components, and fail to meet the environmental protection disposal standards, they will face an administrative fine of up to 35,000 euros, and the relevant legal responsibility will be investigated if the circumstances are serious. The new regulation has a 6-month transition period and was officially implemented on May 18, 2025.
