On December 10, 2024, the Ministry of Environment of Denmark, together with the Danish Standards Institute, officially issued the Mandatory Management Specification for Elevator Scrap, Recycling and Disposal, which comprehensively upgraded the scrap judgment, disassembly and recycling, environmental protection disposal, and extended producer responsibility of elevators in Denmark. The core contents include: First, clarify the mandatory scrap judgment standards for elevators, and formulate mandatory scrap guidelines for elevators with a service life of more than 35 years, major potential safety hazards that cannot be transformed, serious aging of core components that cannot be replaced, and excessive energy consumption that cannot be transformed, and extended service is strictly prohibited. Second, establish an extended producer responsibility system for elevators, clarifying that elevator manufacturers are responsible for the whole life cycle of the elevator products they produce, and must bear the main responsibility and related costs for disassembly, recycling and environmental protection disposal after the elevator is scrapped. Third, standardize the elevator scrap disposal process, clarifying that the safety assessment and use registration cancellation must be completed before the elevator is scrapped, the disassembly operation must be implemented by an institution with official qualifications, and the disassembly process must meet environmental protection and safety requirements. Fourth, refine the requirements for elevator material recycling, clarify the classified recycling standards for metal materials, electronic components, plastics, and composite materials after elevator scrapping, requiring that the material recovery rate of the whole elevator is not less than 90%, and the recyclable rate is not less than 85%. Fifth, strengthen the disposal requirements for hazardous waste, and formulate special collection, storage and disposal specifications for hazardous waste such as waste oil, waste batteries and electronic waste generated during the elevator scrapping process, and illegal discarding and disposal are strictly prohibited. Sixth, establish an elevator scrap traceability system, requiring that the whole process data of scrap, disassembly, recycling and disposal of all elevators must be completely archived to achieve full chain traceability. Seventh, formulate violation punishment measures. For the subjects who fail to complete the scrap disposal in accordance with the specifications, illegally discard discarded elevator components, or fail to fulfill the producer's responsibility, they will face an administrative fine of up to 35,000 euros, and the relevant qualifications will be revoked if the circumstances are serious. The new regulation has a 6-month transition period and was officially implemented on June 10, 2025.
