On November 8, 2024, the Ministry of Environmental Protection and Regional Development of Latvia, together with the Latvian Standards Institute, officially issued the Mandatory Specification for Full Life Cycle Safety Management of Elevators and Escalators, which comprehensively upgraded the whole process safety control of elevators in Latvia. The core contents include: First, establish a full life cycle traceability system, requiring all elevators to have a unique identification code, and the whole process data of design, manufacture, installation, maintenance, inspection, transformation and scrapping must be completely archived to achieve full chain traceability. Second, consolidate the main responsibility, clarifying that the elevator user unit is the legal first responsible person for elevator safety, and is fully responsible for the daily use, safety management and maintenance supervision of the elevator. For buildings without a clear user unit, the property owner shall bear the main responsibility. Third, strengthen the inspection requirements for in-use elevators. All in-use elevators must carry out a regular inspection in compliance with EU standards once a year, and elevators with a service life of more than 15 years must carry out a special safety assessment every six months. Elevators that fail to meet the standards must be shut down for rectification immediately. Fourth, refine the maintenance management requirements, clarifying that passenger elevators carry out routine maintenance once every 14 days, escalators carry out routine maintenance once every 10 days. The maintenance unit must obtain the official EU qualification license, and maintenance personnel must pass the official assessment of Latvia and work with certificates. Fifth, upgrade the emergency rescue requirements, clarifying that the elevator entrapment rescue must be handled on site within 30 minutes. The maintenance unit must establish a 24-hour emergency rescue duty system and carry out at least 2 emergency rescue drills every year. Sixth, clarify the criteria for elevator scrapping, and formulate mandatory scrapping standards and disposal processes for elevators with a service life of more than 30 years, which have major potential safety hazards and cannot be transformed. Seventh, formulate violation punishment measures. For the responsible subjects who fail to carry out traceability management, maintenance and inspection in accordance with the specifications, they will face an administrative fine of up to 28,000 euros, and the relevant qualifications will be revoked if the circumstances are serious. The new regulation has a 6-month transition period and was officially implemented on May 8, 2025.
