Finland Issued Mandatory New Regulations on Seismic Design and Safety Control of Elevators
On November 5, 2024, the Ministry of Environment and Energy of Finland, together with the Finnish Standards Association, officially issued the Mandatory Specification for Seismic Safety Management of Elevators and Escalators, which comprehensively upgraded the seismic design, safety control, transformation and upgrading, and emergency disposal of elevators in Finland. The core contents include: First, clarify the mandatory seismic design requirements for newly installed elevators. From May 1, 2025, all newly installed elevators in Finland must comply with the EU EN 81-77 seismic standard and Finnish local seismic design specifications, and adopt the corresponding seismic design scheme according to the seismic intensity level of the area where the building is located. Elevators that do not meet the standards are prohibited from being installed, sold and used. Second, clarify the seismic upgrading requirements for in-use elevators. All in-use elevators in Finland must complete seismic performance assessment before 2028, and formulate an upgrading and transformation plan according to the assessment results. Elevators that fail the seismic performance assessment must be rectified within a time limit, and elevators that still fail to meet the standards after rectification are prohibited from continuing to operate. Third, refine the mandatory standards for elevator seismic components, clarify the seismic design, test and installation requirements of core components such as elevator guide rails, suspension devices, cars, counterweights, safety gears and buffers, to ensure the safety performance of elevators in earthquake scenarios. Fourth, standardize the emergency disposal requirements for elevator earthquakes, clarifying that elevators must be equipped with earthquake monitoring linkage devices. After the earthquake early warning signal is triggered, the elevator must automatically stop at the nearest floor, open the door to evacuate passengers, cut off the main power supply, and prevent elevator safety accidents caused by earthquakes. Fifth, strengthen maintenance and inspection requirements, clarifying that elevator maintenance units must carry out a special inspection of elevator seismic components once a year, and a comprehensive seismic performance test every 5 years. Maintenance personnel must receive special seismic training and work with certificates. Sixth, formulate violation punishment measures. For the responsible subjects who fail to complete the seismic design, assessment and upgrading in accordance with the specifications, they will face an administrative fine of up to 40,000 euros, and the relevant qualifications will be revoked if the circumstances are serious. The new regulation has a 6-month transition period and was officially implemented on May 5, 2025.
