On November 5, 2024, the Austrian Standards Institute (ASI), together with the Austrian Ministry of Labour, Social Affairs, Health and Consumer Protection, officially issued the Specification for Safety Management and Maintenance of Elevators and Escalators, which comprehensively upgraded the maintenance management, personnel qualification, safety control and emergency rescue of elevators in Austria. The core contents include: First, clarify the qualification requirements for elevator maintenance units. All units carrying out elevator maintenance business in Austria must obtain the officially recognized qualification license of Austria, establish a complete quality management system and safety management system, and accept official qualification review every year. Second, strengthen the qualification and training requirements of maintenance personnel. All elevator maintenance personnel must pass the professional skill assessment of the Austrian official, obtain the qualification to work with a certificate, and complete no less than 45 hours of continuing education and training every year. Unlicensed personnel are not allowed to carry out elevator maintenance operations. Third, refine the frequency and project requirements of elevator maintenance, clarifying that passenger elevators carry out routine maintenance once every 14 days, freight elevators carry out routine maintenance once a month, and escalators carry out routine maintenance once every 10 days, and formulated standardized maintenance items, operation specifications and quality acceptance standards. Fourth, upgrade the emergency rescue requirements, clarifying that the elevator entrapment alarm must be responded within 5 minutes and handled on site within 30 minutes. The maintenance unit must establish a 24-hour emergency rescue duty system and carry out at least 2 emergency rescue drills every year. Fifth, strengthen the inspection requirements for in-use elevators. All in-use elevators must carry out a comprehensive safety inspection once a year, and a comprehensive performance test and load test every 5 years. Elevators that fail the inspection must be shut down for rectification immediately. Sixth, standardize the requirements for maintenance records and file management. All maintenance records, inspection reports and fault handling records must be completely archived, with a retention period of no less than 10 years, and must be open to the supervision department and the elevator user unit for inquiry. The specification has a 6-month transition period and was officially implemented on May 5, 2025.
