Croatia Issued Mandatory New Regulations on Age-Friendly and Barrier-Free Design of Elevators
On November 5, 2024, the Ministry of Construction of Croatia, together with the Croatian Standards Institute, officially issued the Mandatory Management Specification for Age-Friendly and Barrier-Free Design of Elevators, which comprehensively upgraded the barrier-free design, age-friendly transformation and operation management of elevators in Croatia. The core contents include: First, clarify the mandatory design requirements for newly installed elevators. From May 1, 2025, all newly installed elevators in public buildings and newly built residential buildings with 3 floors and above must comply with EU barrier-free design standards, covering the use needs of people with visual impairment, hearing impairment, physical impairment and cognitive impairment. Second, refine the barrier-free design specifications of the car, clarify the mandatory standards for the minimum net size of the car, wheelchair turning space, high and low double-sided handrails, and non-slip ground. The door opening width of the car is not less than 900mm, and the minimum internal net size is not less than 1400mm × 1600mm. Third, standardize the barrier-free requirements of the operation interface, clarifying that the buttons must be equipped with raised Braille, high-contrast visual signs, and full-process voice prompts, with a button diameter of not less than 35mm, arranged in double rows at high and low positions. Fourth, clarify the time limit for the transformation of existing elevators. All in-use elevators in public buildings must complete barrier-free upgrading and transformation before 2028, and elevators that have not completed the transformation on schedule are prohibited from continuing to operate. Fifth, establish an acceptance and inspection system for barrier-free elevators, incorporate barrier-free design requirements into the mandatory items of elevator delivery acceptance and annual inspection, and elevators that fail to meet the standards cannot pass the inspection. The new regulation has a 6-month transition period and was officially implemented on May 5, 2025.
