On November 10, 2024, the Ministry of Environment and Energy of Greece, together with the Hellenic Organization for Standardization, officially issued the Mandatory Specification for Safety Management and Renovation of Elevators and Escalators, which comprehensively upgraded the safety control, old renovation, responsibility division, and emergency rescue of elevators in Greece. The core contents include: First, consolidate the main responsibility, clarifying that the property service enterprise is the legal first responsible person for the safety of elevator use, and is fully responsible for the daily use, safety management and maintenance supervision of the elevator. For buildings without property, the property owner shall bear the main responsibility. Second, clarify the scope and time limit for the transformation of old elevators. All in-use elevators in Greece with a service life of more than 20 years must complete safety upgrading and transformation before 2030; among them, elevators with a service life of more than 30 years must complete the transformation before 2027, and elevators that have not completed the transformation on schedule are prohibited from continuing to operate. Third, formulate mandatory technical standards for transformation, clarifying that the transformation of old elevators must comply with the latest EU EN 81 safety standards, focusing on upgrading the door system, safety protection device, braking system, emergency rescue system, and electrical control system. After the transformation, it must pass the official safety inspection. Fourth, refine the maintenance management requirements, clarifying that passenger elevators carry out routine maintenance once every 14 days, freight elevators carry out routine maintenance once a month, and escalators carry out routine maintenance once every 10 days. The maintenance unit must obtain the official EU qualification license, and maintenance personnel must work with certificates. Fifth, upgrade the emergency rescue requirements, clarifying that the elevator entrapment alarm must be responded within 5 minutes and handled on site within 30 minutes. The maintenance unit must establish a 24-hour emergency rescue duty system and carry out at least 2 emergency rescue drills every year. Sixth, formulate violation punishment measures. For the responsible subjects who fail to carry out maintenance in accordance with the specifications, fail to complete the transformation on schedule, or fail to handle emergencies effectively, they will face an administrative fine of up to 50,000 euros, and the relevant qualifications will be revoked if the circumstances are serious. The new regulation has a 6-month transition period and was officially implemented on May 10, 2025.
