On May 15, 2025, the CEN/TC 10 Technical Committee of the European Committee for Standardization officially issued the new EU standard EN 81-80:2025 Safety rules for the maintenance of lifts, replacing the old 2014 version, which will officially take effect throughout the EU on November 15, 2025, and is the core compliance basis for the elevator maintenance industry in the EU. The core upgrade contents of this standard revision include: First, expand the scope of application of the standard, covering all types of equipment such as passenger elevators, freight elevators, escalators, moving walks, home elevators, and special elevators, applicable to the safety control of the whole process of elevator maintenance, repair and transformation. Second, establish a whole process safety management system for elevator maintenance, and clarify the whole process standardized management requirements for risk assessment before maintenance operations, safety protection during operations, and inspection and verification after operations. Third, refine the elevator maintenance items and frequency requirements, formulate differentiated maintenance items, maintenance frequency and acceptance standards for elevators of different types, different use scenarios and different service lives, and clarify the operation specifications of 136 standardized maintenance items. Fourth, upgrade the safety protection requirements for maintenance operations, refine the mandatory standards for high-altitude protection, electrical safety protection, mechanical injury protection and hoistway operation safety of maintenance operations, and clarify the configuration requirements for safety protection equipment for maintenance operations. Fifth, add the competency and qualification requirements for maintenance personnel, clarify the mandatory requirements for theoretical knowledge, practical skills, safety training and continuing education and training of elevator maintenance personnel, and standardize the qualification certification and management system of maintenance personnel. Sixth, add specifications for intelligent maintenance and predictive maintenance, and formulate special technical specifications and operation guidelines for elevator remote monitoring, IoT operation and maintenance, fault prediction and health management (PHM) systems. Seventh, standardize the management requirements for maintenance documents and records, clarify the preparation, archiving and traceability requirements for maintenance plans, maintenance records, fault reports and inspection reports, and the retention period of all maintenance records shall not be less than 10 years. Eighth, add emergency maintenance and rescue operation specifications, and formulate standardized operation processes and safety requirements for elevator entrapment rescue, fault emergency disposal, and emergency maintenance for emergencies. After its release, the standard will become a mandatory compliance basis for the elevator maintenance industry in EU countries, comprehensively improving the safety and service level of the elevator maintenance industry in the EU.
