On February 26, 2024, the American Society of Mechanical Engineers (ASME) officially issued ASME A17.3-2023 Safety Code for Existing Elevators and Escalators. This standard is an American National Standard approved by the American National Standards Institute (ANSI), and is widely adopted by North American countries such as Canada and Mexico. It is the core technical specification for the safety management of in-use elevators and escalators in North America, and provides a unified standard basis for the safety upgrade, transformation acceptance and compliance supervision of old elevators. Compared with the 2020 version of the old regulation, the 2023 version of the standard released this time has made a number of important revisions. The core contents include: First, expand the scope of application of the standard, covering not only traditional traction elevators, hydraulic elevators, escalators and moving walks, but also newly added relevant safety specifications for home elevators, barrier-free lifting platforms, and elevators installed in existing buildings, realizing full coverage of in-use vertical transportation equipment; Second, improve the safety assessment system for in-use elevators, clarify the process, items, methods and judgment standards for safety assessment of old elevators. For elevators with a service life of more than 15 years, a special assessment list has been formulated, focusing on assessing the aging and wear of the traction system, braking system, safety protection device and electrical control system, and clarifying the judgment threshold for continued use, transformation and scrapping of elevators; Third, update the technical specifications for the renovation of in-use elevators, clarify the technical requirements and acceptance standards for major renovation, general maintenance and component replacement of elevators, add relevant technical specifications for installing intelligent monitoring systems, remote rescue systems and barrier-free facilities in in-use elevators, to ensure that the renovated elevators meet the latest safety requirements; Fourth, add relevant standards for elevator sustainability upgrading, clarify the technical requirements and test methods for energy-saving transformation, energy efficiency improvement and material recyclability upgrading of in-use elevators, which comply with the relevant policy requirements of green building and carbon neutrality in the United States, and provide a standard guideline for the green upgrading of old elevators; Fifth, improve the inspection specifications for in-use elevators, optimize the items, cycle and qualification judgment standards for regular inspection of in-use elevators, add relevant technical requirements for non-destructive testing (NDT) and remote intelligent testing of elevators, and improve the qualification requirements for inspection institutions and personnel; Sixth, strengthen the safety protection requirements for escalators and moving walks. For in-use escalators in public places, clarify the transformation and upgrading requirements of anti-reverse protection, personnel fall detection, foreign object intrusion detection, and handrail speed monitoring, formulate a phased transformation schedule, and provide a clear compliance path for the safety upgrading of in-use escalators. The issuance of this standard has further improved the safety technical system of in-use elevators and escalators in North America, and provided an important technical reference for the safety management and upgrading of old elevators around the world.
