On December 12, 2024, the Ministry of Environment of Denmark, together with the Danish Standards Institute, officially issued the Mandatory Management Specification for Elevator Circular Economy and Recyclability, which comprehensively upgraded the circular economy management of the whole life cycle of design, manufacture, transformation, scrapping and disposal of elevators in Denmark. The core contents include: First, formulate mandatory recyclability requirements for newly installed elevators. From June 1, 2025, the proportion of recyclable materials in all newly installed elevators in Denmark shall not be less than 85%, and the proportion of reusable materials shall not be less than 60%. The use of non-degradable, highly polluting and difficult to recycle materials is prohibited. Elevators that do not meet the standards are prohibited from being installed, sold and used. Second, clarify the circular economy guidelines for elevator design, requiring that elevator design must follow the principles of modularization, disassembly and easy recycling, core components must have replaceable, maintainable and upgradeable characteristics, to maximize the service life of the elevator. Third, standardize the circular economy requirements for the transformation of existing elevators. The transformation of existing elevators must give priority to the use of remanufactured and recyclable components, minimize the generation of waste, and the waste generated by the transformation must be 100% recycled and disposed of in compliance. Fourth, clarify the requirements for elevator scrapping and disposal. Elevator scrapping must be implemented by qualified recycling enterprises. Components that can be reused must be remanufactured first, metal materials must be 100% recycled, hazardous waste must be disposed of in a compliant and harmless manner, and illegal landfill of elevator waste is strictly prohibited. Fifth, establish a full life cycle traceability system for elevators, requiring all elevators to establish a full process traceability file of material composition, recyclability, recycling and disposal, to achieve full chain traceability from raw materials to scrapping and disposal. Sixth, supporting incentive policies, giving a maximum tax reduction of 30% for elevator products that meet the highest standards of circular economy, and giving special financial subsidies to the elevator remanufacturing industry. Seventh, formulate violation punishment measures. For the responsible subjects who fail to complete recyclable design, transformation, recycling and disposal in accordance with the specifications, they will face an administrative fine of up to 35,000 euros, and the relevant qualifications will be revoked if the circumstances are serious. The new regulation has a 6-month transition period and was officially implemented on June 12, 2025.
