On December 12, 2024, the Ministry of Housing and Construction of Denmark, together with the Danish Standards Institute, officially issued the Mandatory Specification for Elevator Maintenance and Safety Management, which comprehensively upgraded the maintenance management, personnel qualifications, safety control and emergency rescue of elevators in Denmark. The core contents include: First, consolidate the main responsibility, clarifying that the elevator user unit is the legal first responsible person for elevator safety, and is fully responsible for the daily use, safety management and maintenance supervision of the elevator. For buildings without a clear user unit, the property owner shall bear the main responsibility. Second, refine the mandatory requirements for maintenance management, clarifying that passenger elevators carry out routine maintenance once every 14 days, escalators carry out routine maintenance once every 10 days, and elevators with a service life of more than 15 years carry out routine maintenance once every 10 days. Maintenance items must strictly follow the EU EN 81 series standards and Danish national specifications, and it is strictly prohibited to reduce maintenance items and frequency. Third, strengthen the qualification requirements for maintenance units and personnel, clarifying that all units carrying out elevator maintenance business in Denmark must obtain a special qualification license issued by the Danish official. Maintenance personnel must pass the official theoretical and practical assessment of Denmark and work with certificates, and carry out continuing education and qualification review once every 3 years. Unlicensed personnel are strictly prohibited from carrying out elevator maintenance operations. Fourth, upgrade the emergency rescue requirements, clarifying that the elevator entrapment rescue must be handled on site within 25 minutes. The maintenance unit must establish a 24-hour emergency rescue duty system, carry out at least 3 emergency rescue drills every year, and carry out a special entrapment rescue drill every six months. Fifth, standardize maintenance records and traceability management, requiring that all maintenance operations must establish complete electronic records to realize the full traceability of maintenance personnel, maintenance time, maintenance items and maintenance results, with a retention period of no less than 15 years. Sixth, strengthen the inspection requirements for in-use elevators. All in-use elevators must carry out a comprehensive safety inspection once a year, and elevators with a service life of more than 15 years must carry out a special safety assessment every six months. Elevators that fail to meet the standards must be shut down for rectification immediately. Seventh, formulate violation punishment measures. For the responsible subjects who fail to carry out maintenance in accordance with the specifications, false maintenance records, unlicensed operations, and rescue overtime, they will face an administrative fine of up to 35,000 euros. If the circumstances are serious, the relevant qualifications will be revoked, and criminal responsibility will be pursued in accordance with the law if safety accidents are caused. The new regulation has a 6-month transition period and was officially implemented on June 12, 2025.
